The Esquimalt Liaison Committee (ELC) was established to provide a forum for the discussion of interests and issues relating to the construction and operation of the McLoughlin Point Wastewater Treatment Plant.

The ELC ensures an opportunity for a two-way information exchange between the Wastewater Treatment Project Team and key community members and associations, and to consider the needs of the community such as Project truck traffic and traffic calming measures.

Construction is now complete and the McLoughlin Point Wastewater Treatment Plant has begun operations.  As a result, the designated truck route through West Bay used during construction is no longer in place.  Between June 2017 and August 2020, 11,863 dump trucks, concrete mixing trucks, flat bed trucks, etc. were counted at McLoughlin Point, for a total of 23,726 truck passings.  While some trucks can be expected during ongoing operations, large traffic loads are not anticipated.

The Esquimalt Liaison Committee has shifted into an operational committee and will now meet quarterly, with the next meeting scheduled for sometime in June.  West Bay Residents Association will continue on as a member of the operational committee.
